Puerto Rico entered the 21st Century with the announcement of the departure of the U.S. Navy, who had been “overlooking" the territory since 1898. This was followed by Congress’ termination of the 936 Federal Tax Exemption to the pharmaceutical industry, which triggered the financial bankruptcy. In this Draconian scenario is that Puerto Rico is hit by two powerful hurricanes, Irma and María. Six months after the hurricanes, Puerto Rico is ruled and abandoned by the metropolis, with a collapsed economic model, shrinking population and the aftereffects of the hurricanes. Is there light at the end of the tunnel?

Dr. Ángel Collado-Schwarz is Adjunct Professor at Columbia University, author of several books including: Decolonization Models for America’s Last Colony: Puerto Rico.
